The 2022 legislative session has started with Governor Little’s State of the State Address and record-setting budget proposal. The governor’s proposed budget is reported to have something in it for everybody with historic tax relief, investment in education, transportation, agriculture, and natural resources. Meanwhile, the proposal strives to pay off all state debt while setting aside state rainy day funds producing a state reserve of 22% of the state’s annual budget, a number all financial advisors applaud as being of highest responsibility for state government. The budget is chalked full of wins for rural Idaho and Agriculture, including: - $60 million of investment in Career and Technical Education and Workforce Development Council
- $200 million to transportation deferred maintenance split 60:40 between state and local
- $200 million is made available to invest in local bridge backlogs which slashes about a third of the local bridge improvements needing accomplished throughout the state
- $35 million investment in our supply chain infrastructure entangling rail, air, and ports
- $95 million which can be applied towards aging infrastructure for irrigation districts
- $20 million made available for Agricultural Best Management practices to improve Idaho’s priority watershed’s
- $150 million of additional resources for state fire suppression in addition to fully reimbursing the past season's fire costs
- Strategically investing $225 million of federal funds for broadband infrastructure across the state.
- Leveraging $250 million more of federal funds for water infrastructure which includes raising Anderson Ranch Dam and recharge in the Upper Snake.
The governor's tax relief proposed seeks to place $1.5 billion back in taxpayers’ hands over the next 5 years by a 12% income tax rebate, lowering the top rate to 6%, and freezing unemployment base taxes. Meanwhile, this week, the first bill of the session was printed by the House of Representatives laying out tax relief as proposed by the governor’s budget and consolidating income tax brackets to four at new, lower rates: 1%, 3%, 4.5%, and 6%. Agriculture was also busy in the first week back to session as groups came together to receive reports from chairs of Resources and Agriculture committee chairs at Food Producer’s first meeting of the year. Additionally, the annual Ag-Allstars awards banquet was held recognizing those legislators who voted with Idaho Agriculture last legislative session. The 14 recognized included: - Representative Clark Kauffman
